Amends title XII (School Facilities Infrastructure Improvement) of the Elementary and Secondary Education Act of 1965 to direct the Secretary of Education to make grants to State educational agencies for elementary and secondary school construction, reconstruction, or renovation, or for modernization of information technology for such schools.

Sets forth wage requirements for such projects, including Davis- Bacon Act compliance and overtime; but allows exceptions for certain workers who voluntarily donate their services without full compensation.

Authorizes appropriations.
