Discrimination Judgment Protection Act of 1999 - Amends Federal bankruptcy law to permit an individual debtor to exempt from property of the bankruptcy estate any payment towards a claim of the debtor for unlawful discrimination based on race, color, religion, national origin, or gender. Rescinds the statutory ceiling placed upon such property.
