Medicaid Nursing Incentive Act of 1999 - Amends title XIX (Medicaid) of the Social Security Act to provide for Medicaid coverage of State-authorized services by certified nurse practitioners and clinical nurse specialists, regardless of whether or not such services are performed under the supervision of a physician or other health care provider.

Defines "clinical nurse specialist" as an individual who: (1) is a registered nurse licensed to practice nursing in the State in which the individual furnishes services; and (2) has a master's degree in a clinical area of nursing from an accredited institution.
