Directs the Secretary of Veterans Affairs to furnish one appropriate Government headstone or marker, other than for replacement, to mark the graves of veterans. (Currently, such a headstone or marker is required only for unmarked graves of veterans.)

Makes such provision effective with respect to applications received by the Secretary for individuals dying on or after November 1, 1990.
