Securities Investors Privacy Enhancement Act of 1999 - Amends the Securities Exchange Act of 1934, the Investment Company Act of 1940, and the Investment Advisers Act of 1940 to prescribe guidelines under which registered securities associations and the Securities and Exchange Commission shall adopt rules and regulations requiring brokers and dealers to protect the confidentiality of financial information relating to their customers.
