Ethnic and Minority Bias Clearinghouse Act of 1999 - Amends the Communications Act of 1934 to establish within the Federal Communications Commission (FCC) an ethnic and minority affairs section which shall: (1) establish a clearinghouse for complaints, grievances, and opinions relating to the depiction of ethnic and minority groups in radio, television, and cable television programming; (2) collect, analyze, and prepare information concerning such portrayal; (3) conduct an annual conference to focus public attention on such portrayal; and (4) prepare and transmit to the Congress an annual report detailing the activities of the section. Directs the FCC Chairman to establish an advisory committee to assist the section in implementing its annual conference.
