Impact Aid Revitalization Act of 1999 - Amends the Elementary and Secondary Education Act of 1965 to transfer the functions, assets, and funds of the impact aid program from the Department of Education to the Department of the Treasury.
Authorizes the Secretary of the Treasury to enter into competitive procurement contracts for the services of nongovernmental personnel to perform all or some functions of the impact aid program.
