Terminal Disability Fairness and Equity Act of 1999 - Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to waive the waiting period otherwise required for social security disability beneficiaries suffering from a medically determined terminal illness with not more than six months to live.
