Commends: (1) actions taken by members of the Duma to condemn such statements made by other Duma members; and (2) President Yeltsin and other members of the Russian Government for condemning such statements.

Declares that peace and justice cannot be achieved as long as governments and legislatures promote policies based upon anti-Semitism, racism, and xenophobia.
