Commends President Glafcos Clerides of Cyprus for his decision to cancel the deployment of the S-300 antiaircraft missiles in Cyprus.

Urges the President of the United States to use the influence of the U.S. Government to ensure full compliance with the call of the Group of Eight (G-8) leaders and United Nations (UN) Security Council Resolution 1250 for comprehensive negotiations, without preconditions, in the autumn of 1999.

Declares that Congress believes that any solution must be based on all relevant UN National Security Council Resolutions, including Resolution 1217.
