Congratulates Ehud Barak on his election as Prime Minister of Israel.

Declares that Congress recognizes that the only way peace can be established between Israel and its neighbors is if the security of Israeli citizens is guaranteed.

Encourages: (1) Israel, along with Syria and Lebanon, to establish negotiations to ensure a long-term peace in the region which respects the security of both the State of Israel and the Israeli people; and (2) the Secretary of State to work with Israel, Lebanon, and Syria to develop a long-term and lasting peace for the Middle East.
