Underground Railroad Educational and Cultural Act - Authorizes the Secretary of Education, in cooperation with the Secretary of the Interior, to make grants to one or more nonprofit educational organizations that are established to research, display, interpret, and collect artifacts relating to the history of the Underground Railroad.

Authorizes appropriations.
