Amends the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 to repeal the prohibition on communication restrictions between State and local agencies and the Immigration and Naturalization Service (INS) regarding an alien's immigration status.

Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to prohibit any communication restrictions between a government entity or official and INS regarding the immigration status of an individual who has been convicted of a crime.
