Prohibition on Financial Transactions With Countries Supporting Terrorism Act of 1997 - Amends the Federal criminal code to: (1) repeal provisions providing for exceptions, pursuant to regulations issued by Secretary of the Treasury in consultation with the Secretary of State, to the prohibition against engaging in a financial transaction with the government of a country designated as a country supporting international terrorism; and (2) exclude from the definition of "financial transaction" any transaction incident to routine diplomatic relations among countries.
