Affordable Higher Education-Through-Pell Grants Act - Amends the Higher Education Act of 1965 (HEA) to increase the maximum Federal Pell Grant award (from $4,500) to $5,000 for academic year 1998-1999 and each of the four succeeding academic years.
Amends HEA to declare that there shall be available to the Secretary of Education, from funds not otherwise appropriated, sums necessary to provide funds for such grants in the maximum amounts authorized.
