State Infrastructure Bank Expansion Act - Amends the National Highway System Designation Act of 1995 to direct the Secretary of Transportation to: (1) conduct a study of the feasibility of expanding the types of projects eligible for assistance from State infrastructure banks; (2) identify appropriations accounts which could be used to provide funding to State infrastructure banks for such projects; (3) establish an advisory committee; and (4) report to the Congress.
