Migratory Bird Hunting and Conservation Stamp Promotion Act - Amends the Migratory Bird Hunting Stamp Act to authorize the Secretary of the Interior to utilize funds from the sale of migratory-bird hunting and conservation stamps, not to exceed $1 million in each FY from 1999 through 2003, for the promotion of additional sales of those stamps, in accordance with a Migratory Bird Conservation Commission- approved annual marketing plan.

Requires the Secretary to include in each annual report of the Commission under the Migratory Bird Conservation Act a description of activities conducted under this Act in the year covered by the report.
