Plain-English summary
Better IDEA Act - Repeals the Goals 2000: Educate America Act.
Amends the Elementary and Secondary Education Act of 1965 to reduce amounts authorized to be appropriated in FY 1999 for: (1) the title II Dwight D. Eisenhower Professional Development Program; and (2) the title X part A Fund for the Improvement of Education. Provides that the General Education Provisions Act shall not apply to extend the authority of such funding for such Program and Fund.
Directs the Secretary of Education to make available for programs under part B of the Individuals with Disabilities Education Act any funds that are not expended or obligated as a result of this Act.
