Veterans' Access to Emergency Health Care Act of 1998 - Authorizes the provision of emergency hospital or medical care in non-Department of Veterans Affairs facilities for veterans who are enrolled in the system of annual patient enrollment established by the Secretary of Veterans Affairs. Includes such emergency care within authorized Department medical services.

Authorizes the Secretary to reimburse veterans for the cost of services provided for any medical emergency which poses a serious threat to the life or health of an enrolled veteran.
