Amends title XVIII (Medicare) of the Social Security Act, as amended by the Balanced Budget Act of 1997, with respect to the interim system of limited payments for home health services provided by home health agencies, to make: (1) calendar year 1994, instead of FY 1994, the base year for payment determinations with regard to such services for cost reporting periods beginning on or after October 1, 1997; and (2) the freeze in costs under such Act for cost reporting periods beginning after September 30, 1997, inapplicable to such interim system.
