Truth in Credit Card Offers Act - Amends the Truth in Lending Act to mandate disclosure of: (1) each annual percentage rate of interest that will actually apply to preapproved credit card solicitations or applications for an open end consumer credit plan; (2) a precise description of the index or other basis and the manner used to determine such rate; and (3) such rate in typeface twice as high as that used for any other item in the table.
