Second Amendment Protection Act of 1997 - Repeals the Brady Handgun Violence Prevention Act and the Public Safety and Recreational Firearms Use Protection Act and restores and revives any provisions they amended as if the repealed Acts had not been enacted.

Amends Internal Revenue Code provisions relating to machine guns, destructive devices, and certain other firearms and the Omnibus Crime Control and Safe Streets Act of 1968 to revise the definition of "destructive device" and make other changes.
