Farmers' Temporary Employment Assistance Act - Amends the Immigration and Nationality Act to establish: (1) an alternative temporary agricultural worker process based upon a labor condition attestation filed by an employer and accepted by the appropriate State agency; and (2) a nonimmigrant visa category for such aliens.
