Student Loan Options Act - Amends the Higher Education Act of 1965 (HEA) to allow two-way consolidation of all of a student's Federal student assistance loans under either the Federal Family Education Loan Program (also known as Federal Stafford or guaranteed loans) or the Federal Direct Loan program.

Reduces the amount of certain funds available for administrative expenses under the HEA student assistance program.
