Waives for contract periods beginning on or after October 1, 1997, and ending before October 1, 2001, with respect to the D.C. Health Cooperative, Inc., or any successor organization, the (75-25) requirement under the Social Security Act that Medicare and Medicaid beneficiaries under titles XVIII and XIX, respectively, constitute less than 75 percent of the membership of a participating health maintenance organization.
