School-Based Children Health Insurance Act of 1997 - Amends the Internal Revenue Code to establish an income-based, refundable tax credit for the purchase of school-based health insurance coverage for qualified children.
Directs the Secretary of Health and Human Services to provide financial assistance to States for health insurance outreach and information programs. Authorizes appropriations.
