Fairness for Legal Immigrants Act of 1997 - Amends the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 to provide for the continued eligibility for food stamps and supplemental security income for legal immigrants receiving such benefits as of the date of enactment of such Act, and for refugees present in the United States as of such date. Provides such benefits for five years to other refugees, asylees, and aliens under withheld deportation.
