Working Family Child Care Tax Relief Act of 1996 - Amends the Internal Revenue Code with respect to the child and dependent care credit to: (1) increase such credit and make it refundable; and (2) provide it with an income-based phaseout and limitation.

Eliminates the foreign earned income exclusion as of a specified date. Allows an exclusion for overseas qualified elementary and secondary schooling expenses.
