Small Business and Farm Transportation Regulatory Relief Act - Title I: Small Business - Small Business Regulatory Relief Act of 1996 - Sets forth a deadline for the issuance of a final rule regarding the materials of trade exceptions contained in the proposed rule relating to hazardous materials in intrastate transportation. Requires such rule to take into account any modifications of the proposed rule that are necessary and appropriate to reflect comments received on such rule.

Title II: Farm Transportation Regulatory Relief Act - Farm Transportation Regulatory Relief Act - Permits a State to: (1) provide certain exceptions to regulations relating to the transportation of certain agricultural production material as a hazardous material; and (2) maintain existing State exceptions.
