Non-Monetary Default and Unexpired Lease in Bankruptcy Reform Act of 1996 - Amends Federal bankruptcy law to declare that the trustee in bankruptcy may assume a debtor's executory contract or an unexpired lease of personal property without satisfying any penalty rate or penalty provision relating to a default arising from the debtor's failure to perform nonmonetary obligations under the contract or lease.
