State Justice Institute Reauthorization Act of 1996 - Amends the State Justice Institute Act of 1984 to authorize appropriations through FY 2000.

Requires meetings of the executive committee of the Institute's Board of Directors to be open meetings only on those occasions on which the committee has been delegated the authority to act on behalf of the Board.

Repeals reporting requirements of the Attorney General with respect to the effectiveness of the Institute.
