An amendment printed in the report of the Committee on Rules shall be considered as pending. Said amendment shall be debatable for 10 minutes, shall not be subject to amendment or a demand for a division of the question. If adopted the amendment shall be considered as the original bill for the purpose of amendment. Points of order against provisions in the bill for failure to comply with clause 2 or 6 of rule XXI are waived. The Chairman of the Committee of the Whole may accord priority in recognition to members who have caused their amendment to be printed in the Congressional Record.
