Municipal Liability Cap Act of 1995 - Amends the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 to limit the liability of municipalities or other persons resulting from the generation or transportation of municipal solid waste to four percent of costs and damages.

Makes such amendment retroactively effective to response actions or suits commenced before this Act's enactment.
