Directs the Secretary of the department in which the Coast Guard is operating to submit to specified congressional committees a plan and cost estimate for the engineering, design, and retrofitting of the icebreaker MACKINAW (WAGB-83) to equip the vessel with new engines, command and control features, habitability improvements, and other features needed to allow its operation by a significantly reduced crew, including 24-hour continuous operation when necessary.
