Plain-English summary
Ocean Dumping Termination Act of 1996 - Prohibits the ocean dumping (or transporting for dumping) of any material (including Category II dredged material) at the Mud Dump Site (the New York Bight Dredged Material Disposal Site), notwithstanding certain provisions of the Marine Protection, Research, and Sanctuaries Act of 1972 or any permit issued under any Federal law after enactment of this Act. Requires that violations be treated as violations under that Act.
