Aviation Antiterrorism Act of 1996 - Amends Federal aviation law to direct the Administrator of the Federal Aviation Administration to set minimum standards for the mandatory installation and use by commercial and foreign air carriers of explosive detection equipment and explosive resistant cargo containers.

Amends the Airport and Airway Improvement Act of 1982 to authorize the Administrator to make grants to air carriers to install such equipment.
