Cleaner Government Act of 1996 - Amends Federal law to prohibit an executive branch employee from accepting a gift that a Member, officer, or employee of the House of Representatives is forbidden to accept.
Mandates that the Director of the Office of Government Ethics report to the Congress and the public on violations that occurred during the previous calendar year not later than January 31 of each year.
