Infrastructure Reinvestment and Economic Revitalization Act of 1996 - Amends the Internal Revenue Code to require the Secretary of the Treasury to pay from time to time from the Highway Trust Fund into the Infrastructure Reinvestment Fund amounts equivalent to 4.3 cents per gallon of the taxes imposed on diesel and special motor fuels and on the removal, entry, or sale of gasoline between September 30, 1996, and October 1, 2026.

Establishes the Infrastructure Reinvestment Fund. Makes the Fund off-budget.

Authorizes appropriations from such Fund for surface transportation programs.
