Enhanced Prosecution and Punishment of Armed Felons Act of 1996 - Amends the Federal criminal code to provide enhanced penalties for: (1) possessing a firearm during a crime of violence or drug trafficking crime, and possessing a firearm while possessing armor piercing ammunition capable of being used in such firearm; and (2) discharging or using a firearm to cause serious bodily injury during a crime of violence or drug trafficking crime.
