National Manufactured Housing Construction and Safety Standards Act of 1996 - Amends the Housing and Community Development Act of 1974 to direct the Secretary of Housing and Urban Development to establish a consensus committee for maintenance and revision of Federal manufactured home construction and safety standards.

Repeals: (1) provisions establishing the National Manufactured Home Advisory Council; and (2) certain reporting requirements.

Includes expenses incurred in connection with and related to such committee within existing inspection fee authority.
