Social Security Caregiver Act of 1996 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to provide for an increase of up to five in the number of years of either zero or low earnings disregarded in determining average annual earnings on which benefits are based, provided the individual was precluded from remunerative work during such years in order to provide care to a child under the age of 12 or to a chronically dependent spouse or relative.
