Snow Removal Policy Act of 1996 - Requires the President, through the Director of the Federal Emergency Management Agency, to promulgate standards and criteria for declaring a major disaster or emergency under the Robert T. Stafford Disaster Relief and Emergency Assistance Act in response to a snow-related event and for providing assistance under the Act for such an event, including reimbursement for snow and debris removal and emergency protective measures.
