Directs the Secretary of the Interior to convey specified real property within the Carlsbad Project in New Mexico to Carlsbad Irrigation District.

Requires the Secretary to: (1) provide a written identification of all oil and gas leases on such lands; and (2) notify all such leaseholders of the changes required by this Act. Entitles the District to assume the management of, and to receive any revenues from, such leases.

Requires revenues collected from such lands before the date of enactment of this Act which have been paid into the reclamation fund on behalf of the Project to be immediately available to the District for Project purposes.
