Social Security Trust Funds Investment Act of 1996 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to diversify the investments of the Federal Old Age and Survivors Insurance Trust Fund and the Federal Disability Insurance Trust Fund by requiring the investment of 40 percent of each year's surplus in such trust funds in certain private obligations, securities, or other instruments.
