Amends specified Federal law to declare that, if a State used State funds to continue carrying out a Federal program during the period beginning November 14, 1995, through November 19, 1995, or if a State furloughed federally funded employees carrying out a Federal program during such period, the State shall be reimbursed for expenses that would have been paid by the Federal Government during such period had appropriations been available, and for expenses that the State incurs if it reimburses such furloughed employees, plus interest.
