Canola and Rapeseed Research, Promotion, and Consumer Information Act - Directs the Secretary of Agriculture to issue an order to finance and implement a program of canola and rapeseed research, promotion, market development, and consumer information. Requires: (1) such order to establish a National Canola and Rapeseed Board; and (2) producer referenda.

Authorizes appropriations.
