Amends the Public Health Service Act to authorize grants and contracts for research and public information projects to reduce the incidence of traumatic brain injury.

(Sec. 2) Requires the National Institutes of Health's trauma research program to include the authority to award grants or contracts for basic and applied traumatic brain injury research.

(Sec. 3) Authorizes grants to States for demonstration projects to improve access to health and other services regarding traumatic brain injury. Requires State establishment of an advisory board. Authorizes appropriations.

(Sec. 4) Mandates a study concerning traumatic brain injuries and a national consensus conference on managing traumatic brain injury and rehabilitation. Authorizes appropriations.
