Amends title XVIII (Medicare) of the Social Security Act to cover, on an assigned basis and through direct payments, certain services of registered nurses as assistants at surgery under Medicare part B (Supplementary Medical Insurance).

Directs the Secretary of Health and Human Services to recommend to the Congress adjustments in part B payments so that they approximate the costs of such services, taking into account costs of compensation, overhead, and supervision.
