Directs the Federal Energy Regulatory Commission, at the request of a specified licensee, to extend the time for completion of a certain project to the later of: (1) October 31, 2002; or (2) the date that is one year after the date on which the Army Corps of Engineers completes construction of water temperature control structures at the Blue River Dam.

Requires the licensee to file an annual status report with such Commission.
