Amends the Federal Workforce Restructuring Act of 1994 to revise the limitation on procurement of service contracts to prohibit the performance, in whole or in part, by any person under contract with the United States of the duties and responsibilities of any individual who separates from Government service in order to receive a specified voluntary separation incentive payment.
